FY2028 Declaration of Participation
( 11/2/2026)
The FY 2028 Declaration of Participation is open in the Grant Management, Application, and Planning (GMAP) system. Data collected by school districts to identify the number of students enrolled in private and home schools within the district boundaries should be reported in this application supplement. This data will be used to calculate school year 2027-2028 allocations for the following federal programs: Title II, Part A: Supporting Effective Instruction; Title III, Part A: Language Instruction for English Learners and Immigrant Students; Title IV, Part A: Student Support and Academic Enrichment Grants; and IDEA-B: Individuals with Disabilities Education Act.
Please review the Declaration of Participation webpage and its resources. Of particular interest is the KDE GMAP Declaration of Participation Report Instructions and Guidance. Each district must complete and submit the FY 2028 Declaration of Participation Application Supplement in GMAP by February 1, 2027.
This information was sent directly to the district’s Declaration of Participation Submitter(s) listed in GMAP, as well as Directors of Pupil Personnel and Superintendents. The process may require collaboration with district federal program contacts to ensure the Private Non-Profit and Home Schools Assurance Form (also called the Declaration of Participation Form) was collected from each private and home school within the district boundaries.
Please reach out to Amanda Reifsnyder with general questions about the data collection process. If you have specific programmatic or GMAP questions, please reach out to the following KDE staff:

FY2027 School Improvement Funds Cohort 7 Allocation Update
Kentucky’s Section 1003(a) school improvement funds (SIF) have decreased due to a reduction in the state’s overall Title I, Part A allocation. As a result, less funding is available to support schools identified for comprehensive support and improvement. Allocations have been updated in the Grants Management and Planning (GMAP) system for the Cohort 7 application, which must be updated to reflect this new amount. Applications must be revised and resubmitted by November 20, 2026. If you have any questions, please contact Veronica Boller.
